At six months, development of children with autism like those without

ScienceDaily (Oct. 30, 2012) ? The development of children with Autism Spectrum Disorder (ASD) is much like that of children without ASD at 6 months of age, but differs afterwards. That's the main finding of the largest prospective, longitudinal study to date comparing children with early and later diagnosis of ASD with children without ASD. The study appears in the journal Child Development and has implications for clinical work, public health, and policy.

The study was conducted by researchers at the Kennedy Krieger Institute, the Johns Hopkins University School of Medicine, the Johns Hopkins Bloomberg School of Public Health, and the Aging Brain Center at the Institute for Aging Research and Hebrew SeniorLife at Harvard Medical School.

The study sought to learn more about the patterns of development during the first three years of life in children with and without ASD to better understand how ASD can be detected as early as possible. It is the first prospective study to examine early-onset ASD (by 14 months) and later-onset ASD (after 14 months) over the first three years, pinpointing where development looks the same and where it diverges.

ASD comprises a group of disorders of brain development that affects about 1 in 88 American children.

Researchers looked at 235 primarily White children with and without an older sibling with autism, testing them at regular intervals from ages 6 to 36 months. Using standardized and play-based assessments, they tested children's fine motor skills, understanding of spoken language, and spoken language production skills. They also measured how often the children shared their emotions and initiated communication with others.

The study looked at early development across three groups: children without ASD, children with ASD who were identified by 14 months, and children with ASD identified after 14 months. At 6 months, development within the early- and later-identified ASD groups was comparable to each other and to the non-ASD group. At 14 and 18 months, the early-identified ASD group performed below the later-identified ASD group in many aspects of development. By 24 to 36 months, the two groups showed similar levels of development.

"Results show that ASD has a preclinical phase when detecting it may be difficult," explains Rebecca Landa, director of the Kennedy Krieger Institute's Center for Autism and Related Disorders and the study's lead author. "In some children with ASD, early signs of developmental disruption may not be ASD-specific.

"Routinely administering general developmental screeners, such as the Ages and Stages Questionnaire, should begin in infancy, complemented by ASD-specific screeners by 14 months," suggests Landa. "Screening should be repeated through early childhood. If concerning signs of delay associated with ASD are observed in a child who scores normally on standardized tests, further assessment is warranted."

Canada readying new moves to boost orphan drug access, R&D

Health Canada is shortly to send out for public consultation new proposals aimed at streamlining patients' access to orphan drugs and spurring research into the development of such treatments.

The agency says it is developing a modern framework for the designation, authorisation and monitoring of orphan drugs, with a key focus on international information-sharing and collaboration for the development and regulation of such products. "Enabling Canadian scientists and regulator to participate with trusted global counterparts will make better use of scarce resources and benefit Canadian patients," says Health Canada.

The new framework will maintain evidence requirements based on clinical trials and will be supported by greater information-sharing amongst international partners who are committed for pooling scarce resources for maximum benefit. Once authorised, treatments will continue to be closely monitoring for effectiveness and safety while in use, the agency says.

Announcing the proposals, Health Minister Leona Aglukkag also reported that Canada is set to become the first country in North and South America to launch Orphanet, a comprehensive database of information and services for rare diseases.

"Too often, Canadians dealing with rare diseases are faced with difficulties in accessing the information and medication they need," she said, and the proposed new approach "will better support the development and authorisation of drugs for rare diseases and launch of a new web portal to assist patients in finding the information and services they need."?

Currently, when an orphan drug is not available in Canada, doctors can apply individually for each patient through Health Canada's Special Access Programme (CAP). While facilitating access, CAP also represents a significant burden to the healthcare system, and a regulatory framework designed and used specifically to approve drugs to treat small, vulnerable populations will more effectively address this need, say government officials.

Based on existing international experience and knowledge, the new framework will provide Health Canada with new tools to gather and share information, including the registration of clinical trials. It will also facilitate patient participation in this highly-specialised area, they add.

The plans have been welcomed by the Canadian Organization for Rare Disorders (CORD), which points out that they would reverse a 16-year-old Health Canada policy "denying the need for an orphan drug policy in Canada." The moves also come nearly 30 years after the US passed the world's first orphan drug act and 12 years after the European Union (EU) did for the same for its 27 member states.

In the decade before 1980, there were only 10 new drugs for rare diseases but, since the 1983 US legislation, there have been more than 300 such treatments. However, until now, Canada's 2.8 million people with rare disorders have had access to only about half of these, and usually several years later, says CORD.

Moreover, most Canadian provinces and the Common Drug Review (CDR) - the pan-Canadian process for reviewing the clinical, cost-effectiveness and patient evidence for drugs conducted by the Canadian Agency for Drugs and Technologies in Health (CADTH) - routinely deny funding for drugs for rare diseases, even after they are approved by Health Canada, it says. Ontario, British Columbia and Alberta do have "special pathways" for rare-disease drugs but there is no consistency, so patients in one province may receive treatment while their relatives in another province will be denied, says the group, which calls instead for something similar to the "risk-pooling" scheme announced by private drug plans earlier this year that will significantly benefit patients with rare diseases and others requiring high-cost innovative therapies.

"Canada has the scientists, the clinical expertise, the industry support and the patient community to become a leader in research, drug development and treatment for rare diseases," said CORD treasury Stephen McElroy.?

"Canada may be a bit late to the party, but we are dressed and ready for action," he added.?

Baseball-Tigers determined to forget Game One nightmare

SAN FRANCISCO, Oct 25 (Reuters) - Minutes after the San Francisco Giants concluded their 8-3 rout of the Detroit Tigers in the opening game of the World Series, Austin Jackson began thinking about Round Two on Thursday.

"It's been that way the whole season," the Tigers centerfielder told reporters after Wednesday's clubbing. "And now it's no different. It's not the time to hang your head on one game.

"We still have to come out and play so you have to have a short memory and forget about it."

Doug Fister, who grew up near San Francisco and used to be a Giants fan, received the call for the Tigers in Game Two. The right-hander has pitched 13-and-a-third innings this postseason and given up two runs while striking out 13.

The Giants will go with southpaw Madison Bumgarner, who has struggled down the stretch. In Game Four of the National League Championship Series against St. Louis, Bumgarner pitched three-and-two-third innings and gave up six runs.

"We were going through some mechanical issues, just some small things that might have affected my arm and made it more difficult to throw, and that's really all it was," Bumgarner told reporters.

"I think we've got it fixed. There's no way to tell 100 percent until you get out there and get going game speed. But hopefully that's all it was.

"But regardless, whether the velocity is up tomorrow or down or whatever, I've still got to find a way to make pitches and compete, keep us in the game."

Bumgarner was yanked from the starting rotation after two poor playoff starts but Giants manager Bruce Bochy said "we're confident in Madison."

"These guys are human, sometimes they're going to have their hiccups," Bochy told reporters. "He's worked on some things in the bullpen, and he needs to back off a little bit and just not try to do too much out there.

"So the time that he's had to work on some things should help him. We forget how young he is at 23. But he's been working to get back in sync and get his delivery back."

The Giants used three homers by Pablo Sandoval and battered Tigers starter Justin Verlander, widely considered the game's best pitcher, to take the opening game of the series.

San Francisco won three straight in the National League Division Series to beat Cincinnati, and overcame a 3-1 deficit to defeat St. Louis in the NLCS. They now have a rare 1-0 lead.

Despite the opening-night whipping, Detroit's locker room was anything but morgue-like.

"In baseball, sometimes you win and sometimes you lose," said Tigers slugger Prince Fielder. "The great thing is that we get to play tomorrow."

Tigers manager Jim Leyland believes Wednesday's loss will have no bearing on Thursday's outcome.

"I'm a guy that doesn't believe in momentum in baseball," he said. "I think momentum is your next day's pitcher." (Editing by Patrick Johnston)

Microsoft expands subsidized Xbox 360 offer to 250GB model, from $99

Microsoft expands subsidized Xbox 360 offer to 250GB model, from $99

Microsoft has thrown an additional two Xbox 360 models into its subsidized subscription deal. Accompanying the original 4GB console at $99, a 250GB option will also be priced at $99, accompanied by two years of Xbox LIVE Gold at $15 per month. Throw in a Kinect, and this rises to $149, initially. The company hasn't revealed whether the new models will be accompanied by additional retailers alongside Best Buy and Gamestop, but there is a holding page that promises to offer a "full list of participating retailers" soon.

Realtor? Good Neighbor Award Winners Strengthen Communities ...

WASHINGTON, DC ? October 24, 2012 ? (RealEstateRama) ? Realtors? work tirelessly to strengthen the communities in which they live and work, as well as improve the lives of their neighbors. For the past 13 years the Good Neighbor Awards program has recognized Realtors? who do just that. The five individuals named as this year?s REALTOR? Magazine Good Neighbor Award winners value service above self and are committed to helping those in need.

The 2012 Good Neighbor Awards winners are Rocco ?Rocky? Balsamo, The Rocky Balsamo Real Estate Group/Long & Foster Real Estate Inc., Princeton Junction, N.J., for cofounding the Center for FaithJustice; Michael Campbell, Coldwell Banker Residential Brokerage, Tucson, Ariz., president of The Hearth Foundation; Regina ?Ginger? Dowdle, Sunrise Realty & Development, Statesville, N.C., founder of The Shepherd?s Watch Ministries; Ortrud ?Trudy? Harsh, Long & Foster, Fairfax, Va., founder of The Brain Foundation; and Sally Rudloff, Kane & Associates, Alameda, Calif., former president of the Alameda Boys & Girls Club.

?The Good Neighbor Awards reminds us that a strong community is integral to a person?s quality of life,? said National Association of Realtors? President Moe Veissi, broker-owner of Veissi & Associates Inc., in Miami. ?Realtors? strongly believe in this philosophy and work tirelessly to build successful communities. Despite their busy Realtor? careers, this year?s Good Neighbor Award winners have sacrificed their time, money and effort to improve the quality of life for others. I am honored to recognize them and help them grow their efforts so they can help even more people through their selfless work.?

NAR?s REALTOR? Magazine presents the Good Neighbor Awards, which have been granted annually since 2000. Winners receive a $10,000 grant for their charity and a $2,000 Lowe?s gift card, and are profiled in the November-December issue of REALTOR?? Magazine. The recipients will be presented with crystal trophies on Saturday, November 10, at the 2012 REALTORS? Conference & Expo in Orlando; 21,000 Realtors? and guests are expected to attend the conference.

Balsamo is founding board member and volunteer executive director for Center for FaithJustice, a nonprofit that promotes volunteerism among teens and young adults. CFJ runs summer day camps and sleep-away camps, as well as other year-round workshops for schools and churches. Last year, more than 900 teens volunteered more than 20,000 hours in local charities and spent a similar number of hours in education classes.

Campbell is president of The Hearth Foundation, which provides transitional housing for low-income families, typically women with young children. He is credited for reorganizing and stabilizing the organization, strengthening the board, and creating effective partnerships with other organizations to provide services to the residents. Campbell recently won a $720,000 grant, which will allow the organization to make much-needed renovations to their apartments.

Dowdle and her husband founded The Shepherd?s Watch Ministries, which hosts a summer camp for children in the community, as well as a year-round residential program for at-risk youths in foster care, on their 60-acre farm. The residential program focuses on teens who will likely age out of foster care without being adopted. The goal is to teach these youths much needed skills to help prepare them for independent living. The Dowdles have foster-parented more than 20 youths since 2005, adopting two boys with another adoption in process.

Harsh founded The Brain Foundation in 2003 to address the growing need for affordable housing for mentally ill adults who might otherwise be homeless. The foundation has since purchased six homes that house 24 adults with brain diseases like schizophrenia, bipolar disorder or chronic depression. She has formed a successful partnership with another nonprofit to provide residents with services that allow them to live independently. Her model has been copied in Florida and she frequently mentors others who are trying to create similar programs.

Rudloff, former president of the Alameda Boys & Girls Club, is credited with incredible growth that allows the club to expand from serving 1,200 children to a capacity of 3,000. Rudloff led a $10 million capital campaign that built a new 25,000-square-foot youth center. She also launched a dental clinic for uninsured children, recruited math teachers for a new tutoring program, and created partnerships that provide family counseling. In addition to being a Good Neighbor Award winner, Rudloff also won the most votes in an online Web Choice contest, earning her an additional $500 Lowe?s gift card.

In addition to the winners, five Realtors? have been recognized as Good Neighbor Award honorable mentions; they will each receive $2,500 grants and a $1,000 Lowe?s gift card. They are Charlene M. Brennan, Strano & Associates Real Estate, Fairview Heights, Ill., for Rotary District 6510?s Belizean Children?s Program; Georgia L. Butterfield, Legacy Real Estate & Associates, ERA Powered, Fremont, Calif., for Adopt An Angel; Geoffrey W. Lavell, Better Homes & Gardens Real Estate-Desert Properties, Henderson, Nev., for Nevada Childhood Cancer Foundation; Patti M. Miller, Tierra Antigua Realty, Sierra Vista, Ariz., for Real Wishes Foundation; and Kathleen Peck, All in One Realty Group, Inc., Naples, Fla., for Lighthouse of Collier, Inc.

REALTOR? Magazine?s Good Neighbor Awards is sponsored by Lowe?s and HouseLogic. Nominees were judged on their personal contribution of time, financial and material contributions to their cause. To be eligible, nominees have to be NAR members in good standing. For more information about the Good Neighbor Awards, visit REALTOR.org/gna.

With fiscal year 2011 sales of $50.2 billion, Lowe?s Companies, Inc. is a FORTUNE? 100 company that serves approximately 15 million customers a week at more than 1,745 home improvement stores in the United States, Canada and Mexico. Founded in 1946 and based in Mooresville, N.C., Lowe?s is the second-largest home improvement retailer in the world. For more information, visit Lowes.com. Lowe?s is a proud partner in NAR?s REALTOR Benefits? Program, bringing Realtors? exclusive benefits to help build relationships with their customers, generate referrals and expand their client base.? The benefits program is featured on www.LowesRealtorBenefits.com.

HouseLogic, www.houselogic.com, is a free source of information and tools from the National Association of Realtors? that can help homeowners make smart and timely decisions about their home. With content covering home improvement, maintenance, taxes, finance, insurance, and even ways to get involved in and enrich their community, HouseLogic can help homeowners increase and protect the value of their home by helping them make confident decisions.

The National Association of Realtors?, ?The Voice for Real Estate,? is America?s largest trade association, representing 1 million members involved in all aspects of the residential and commercial real estate industries.

IKEA Will Grow More Wood Than It Uses by 2020, Touts Clean Energy, Efficiency Commitments

Seth W/CC BY-SA 2.0

IKEA has unveiled a new sustainability strategy, outlining the mega-retailers' green plans through 2020.

Entitled "People & Planet Positive", the plan has three main areas supporting the notion, in the words of IKEA's Chief Sustainability Officer, "that sustainability should not be a luxury good; it should be affordable for everyone."

In terms of energy usage, IKEA plans on investing $1.95 billion in renewable energy by 2015?a figure including investments dating back to 2009?and by 2020 will produce as much renewable energy as it consumes. Already, solar panels installed on its buildings, and the wind farms it owns across six European nations, account for 27% of all the electricity it consumes. To date the company is slightly under halfway to its 2015 commitment on investment.

The plan also aims to improve energy efficient of of IKEA operations by at least 20% by 2020.

In terms of wood usage, IKEA has pledged to grow as least as much wood as it uses by 2020. By 2017, the amount of certified sustainable wood it uses will increase four-fold from the amount purchased today, meeting half of all its wood usage for the year.

Announced earlier this month, IKEA also plans to increase the energy efficiency of the products it sells by 2016, convert all lighting products it sells to use LED bulbs and selling induction cooktops.

Agriculture investment to be showcased at Bahrain International ...

The show, organized by the National Initiative for Agricultural Development (NIAD), aims to highlight the many business opportunities that exist in agriculture, in order to help bring this important sector, once one of Bahrain's most vital, back to the forefront. Bahrain's agriculture sector currently contributes less than 1% to the country's Gross Domestic Product (GDP), a meager figure which serves to highlight just how much room for growth there is as the Kingdom moves towards agricultural self-sufficiency. These current circumstances, combined with rising food prices and increasingly scarce natural resources, while hard on the pockets of consumers, present great opportunities for investors.

"We have seen a number of new entrants into the market recently and we believe that this is just the start," said Shaikha Maram bint Isa Al Khalifa, General Coordinator of BIGS. "In fact, the under-investment this sector has witnessed in recent years means that there are many highly lucrative areas of investment which are just sitting there, waiting for the right projects and investors. The current business environment, combined with available developmental initiatives like Tamkeen, make this a unique time in Bahrain's history for investors to enter this market," she said.

"Investment in this sector also has a secondary benefit which is, arguably, just as important - that of ensuring food security. We would like to see Bahrain eventually be agriculturally self-sufficient," Shaikha Maram said.

BIGS will take place from 27th February to 2nd March, 2013 at the Bahrain International Convention and Exhibition Centre. It will be held under the patronage of His Majesty King Hamad bin Isa Al Khalifa and with the support of the King's Wife Her Royal Highness Princess Sabeeka Bint Ibrahim Al Khalifa, who is President of NIAD. Thousands of visitors attend BIGS every year, including VIP's, architects, consultants, developers, and other industry professionals, as well as hobbyists and retail consumers.

"The show has been growing steadily over the years. Last year we had 75 exhibitors occupying a total exhibiting area of 6,600 square meters. This year we expect more than 20,000 people to come," continued Shaikha Maram. "Over the years we've had exhibitors from the US, France, Spain, Italy, the UK, Germany, Turkey, Egypt, Sudan, Syria, Iran, Thailand, and Japan in addition to all the GCC countries. Last year, through the United Nations Industrial Development Organization (UNIDO), we had participants from Jordan, Iraq, Lebanon, Yemen and Tunisia as well."

UNIDO is supporting the initiative again this year, as is Tamkeen.

As in 2012, Exhibition Hall 2 will be dedicated to landscaping and garden design while Hall 1 will showcase a variety of goods and services relating to gardening, and landscaping. An awards ceremony will be held at the closing of the event, which will honor exhibitors for the quality of their displays, with the winners selected by a panel of experts.

Among the many goods and services on display will be aquariums, sunshades, canopies, blinds, barbeque equipment, bird cages, playground equipment, pottery, conservatories, drainage systems, fertilizers, lighting, greenhouses, insect guards, irrigation systems, landscaping equipment, landscaping, architectural and design services, pumps, pipes, seeds, seedlings, plants pools, and fountains.

Must See HDTV October 22nd 28th

While baseball's postseason moves on to its final round, football is just hitting its stride and NBA preseason action is just beginning to get interesting. This week Blade Runner gets yet another HD home release, there's one more presidential debate, and on Friday the maker of Pushing Daisies returns for a one-off / backdoor pilot attempt called Mockingbird Lane -- check out a teaser after the break. Look below for the highlights this week, followed after the break by our weekly listing of what to look out for in TV, Blu-ray and videogames.

I, Robot (3D)
A 3D Blu-ray release isn't uncommon these days, however I, Robot has a fresh twist: it wasn't in 3D in theaters, ever. Fox has made the interesting decision of converting the flick in post and releasing a 3D version exclusively for the home. Fans of the 2004 Will Smith flick can snag a $24.99 Blu-ray 3D set, but if you pre-ordered at Comic-Con, it comes with a bust of the robot character, Sonny. We'll have to wait and see if this trend takes off (Fox says it has more titles in the pipeline), or if people prefer the standard original releases.

Forza Horizon
The Forza series has brought its brand of sim racing to Xbox consoles for several generations, but this latest version takes all of its underlying technology on a trip to the arcade side of town. You won't be doing so much tweaking under the hood this time, but there's still a healthy selection of cars plus options for night and off road racing to keep you interested. Joystiq was impressed enough by its "massive toy chest of hyper-accurate Hot Wheels" to give it four out of five stars, racing fans can check out a demo on Xbox Live now.
($59.99 on Amazon)

World Series
Baseball fans, it all comes down to this. For the championship in 2012 the Detroit Tigers will face TBD in an epic battle that kicks off Wednesday night. Either St. Louis or San Francisco will be representing the National League in the World Series, but we'll have to wait until tonight's game to know which one. The days for the games are already locked in however, so clear your schedule as needed.

Healthy Mind: How To Stay Motivated On Your Fitness Plan | Beijing ...

In physics, inertia is defined as the property of matter by which it retains its state of rest or its velocity along a straight line so long as it is not acted upon by an external force. I believe this description is applicable to one?s mental state as well, especially when it comes to getting fit.

This time last year in 2011 I was fairly overweight, exercising occasionally and not thinking about my food intake. Just when I thought I had done enough, I had coffee with World Health Store Founder Drew Campbell who encouraged me to go the distance again and try to not only lose weight but bulk up a bit. I was bitten by the health bug and couldn?t resist the challenge.

At the time of writing this piece, I have reached the nine-week mark of the World Health Store 12-Week Challenge, and lost about 12 kg while reducing my body fat by about 6-8 percent. Over the next three weeks I will make a final push to really shed as much weight as possible.

But the challenge doesn?t stop there. I?ve known people who went on temporary health binges only to gain the weight back by reverting to their old habits of indulgence. While a fitness challenge is a great starting point, it is only a starting point. The real challenge lies in maintaining that healthy mental momentum and resisting the temptation to return to a couch potato lifestyle.

Certainly I have been faced with temptation plenty of times. I would wake up thinking ?Maybe I can skip the workout today? or ?I?ll have some oily gaifan and make up for it later.? Committing to my program has produced results. I feel much more alert at work thanks to morning exercises. I used to dread having to spend so much time cooking my lunches in batches, but I?ve now gotten used to it, and I?ve even developed some interesting, healthy recipes to spice things up.

I?m glad that my mental inertia continues to be a healthy one. My body acts differently now than before, such as feeling un-energetic on days I don?t exercise, or my skin feeling very refreshed when I eat more fresh fruits and veggies.

It?s been great so far, but it never stops. I?m going to continue to seek out different exercise programs and new food ideas and recipes. If you?re reading this and you?re a contestant, I hope you surpass your goals and continue to improve your health long after the challenge is over. For everyone else thinking about improving themselves, stop thinking. Just do it! I know, I?m ripping off Nike?s slogan. But you have to admit they?re on to something.

Nat your average girl...: Motherhood Monday's

Busy weekend! Our CAbi party was a huge success and lots of fun. We also went to Oak Glen with some friends and got to experience fall! It's funny because in Southern California when it gets below 80 we all get out our boots, and sweaters, and fur vests in my case. :)

weight
18 pounds 6 ounces. I think she may finally be slowing down in this category... (thank goodness!)

health
Oy, last week was rough. B goes through teething phases without any results! I know she's teething because she swats at her ears and grinds her gums together. Last week she was just kind of discontent and wasn't napping as well as she normally does (see below). I gave her teething tablets and an occasional does of Tylenol. Poor babe. Gramma did confirm she's gettin something on her top gums! sleep
As mentioned B has been having teething discomfort. Her naps have only been lasting 30-45 minutes and sometimes she wakes up grouchy (which is unlike her). I always try to see if she will go back to sleep but after 30 minutes of her rolling around of her crib I get her up. This is killing me though because I don't feel like I'm getting anything done and I can tell she isn't fully rested. UGH. Make up your mind, teeth! Either come or don't! clothes
6-12 month. We are finally busting out some warmer gear. I feel like whenever I dress B in something long sleeved or pants she is telling me, "Mom, quit trying to make fall happen." social
This weekend B saw lots of friends and family at a CAbi party that I hosted for my Aunt. If she was available for purchase everyone would have been getting out their wallets! JK :) diet
Still nursing every 3-4 hours (except night) and eating 2 ounces of baby food two to three times a day. Last week it was green beans and carrots. Next week asparagus and white potato. Funny story: so my mom was feeding her carrots while I was out and decided to try some. She realized about a spoonful too late that we make all our baby food with my breast milk, not water. Muahahaha. I bet those were the best carrots she's ever had! ;) crying
A general fussiness has set in due to teething. Also, whenever any men say hi to her around 5 pm she has a FIT. It has happened to my dad, my father-in-law, and my brothers. Poor guys. It's close to her bed time and she is just not in the mood I guess... milestones
Rolling like crazy! Also, getting very close to a crawl. She puts her head down and pushes off her back legs. Once she learns to pick her head and midsection up she will be unstoppable! She also spins around on her tummy to reach toys in other directions. Every time she rolls over she looks at me to clap for her. It's so cute. :)

post partum
I signed up for a bootcamp last week and went on Thursday and Saturday. OMG I was SO sore! Let's just say running ten miles and lifting weights are two totally different things! I think this is going to be really good for me though. Time to tone this beezy up!

FM asks for proposals to boost general insurance biz | Firstpost

Finance Minister P Chidambaram today asked general insurance companies to come up with specific proposals so that the government could take measures to increase penetration of non-life insurance business which is at present estimated at less than one percent of GDP.

?We will get back to the Ministry within the week with specific proposals for boosting general insurance,? said the head of a public sector insurance company after the meeting of industry representatives with the Finance Minister.

To increase penetration of general insurance, Chidambaram has asked CEOs of public and private sector companies to provide suggestions for removing impediments that hamper growth of the sector, said an official release.

Moneycontrol.com

The industry representatives during the meeting raised various issues with regards to taxation, loss-making motor insurance business and health insurance, the public sector insurance company official said.

He added the Minister wants them to come up with specific proposals. Among other things, the industry representatives pitched for de-tariffing of motor insurance, development of pricing mechanism for health insurance business and lowering of the Minimum Alternate Tax (MAT) on the sector.

?Our (general insurance) penetration rate is low. It is 0.7 percent. How do we improve it to average standard which is 1.5 to 4 percent? The road map is to be prepared by all of us,? Financial Services Secretary D K Mittal told reporters after the meeting.

The basic agenda of today?s meeting was to work out ways to increase penetration of non-life insurance and promote financial inclusion, Mittal added.

Congo rebels call for negotiations with Kinshasa

BUNGANA, eastern Congo (AP) ? The president of Congo's M23 rebel group, Bishop Jean-Marie Runiga, says fighting may resume soon in eastern Congo if the government refuses to negotiate with the armed group.

Runiga announced that the rebels' military branch has been renamed the Congolese Revolutionary Army (Arm?e R?volutionaire

Congolaise) and its leader, Colonel Makenga, promoted to general as a result of the growing number of troops under his command.

Runiga said the leaked UN group of experts report accusing Rwanda and Uganda of supporting the M23 is wrong. He deplored that the Kinshasa government is negotiating with the Rwandan government instead of the rebels.

The M23 is a rebel group created in May by ethnic Tutsis who deserted the Congolese army.

Droid RAZR HD and RAZR MAXX HD review

Droid RAZR HD and RAZR MAXX HD review

When Motorola resurrected the RAZR brand last year we didn't realize that we were looking at the new face of the company. At the time, Google had yet to officially take over the handset manufacturer, it had a deep stable of less-than-impressive devices and, while it was a moderate success, the Droid RAZR didn't exactly turn the market on its head. Still, in retrospect, it only makes sense that the RAZR would once again become the standard bearer for Moto. Even if we weren't blown away by last year's model, it was a big step in the right direction for the company, a device that featured a great mix of premium styling and performance. The new RAZR HD and MAXX HD take that basic formula and attempt to address our concerns about the display and battery life, the latter of which was already handled in dramatic fashion by the RAZR MAXX. So, how do the latest caps-happy, vowel-averse handsets from Motorola stack up against last year's incarnations and the current crop of competitors? Keep on reading after the break to find out.

Home Improvement Ideas for Flooring - redlighteagle

How do you find the right flooring when you have so much to choose
from? And where do you go, and who to select for the job? Selecting the
flooring is probably the easy part as you have many samples and types
and materials to choose from, but how do you decide what is best, and at
the best price? Your style and your budget will quickly separate the
chaff from the wheat and determine what you can afford.

Determining the right flooring for the best price

? Think about the room or area where you'll be installing the flooring. What does it look like, how much is it used, and what kind of traffic flow does it have? Maintenance and performance concerns should also be factored in. Is the room cold? Does it need carpeting or under-floor heating?

?? Set a price range and evaluate the design and performance features of each option. Factor in the installation costs if you're not planning to do this yourself. This is in addition to the square-foot cost of the new flooring itself.

?? If you're not doing this yourself, hire a reputable contractor. Ask for references, and speak to people who've used him before. If he can't produce references, be warned. He is probably a fly-by-night laborer, and you won't see him again.

? If he is a reputable contractor, don't pay money up front. You will pay him at the end of the job, when the work has been done to your satisfaction.

? Explore other options. Modern, styling products like laminate and resilient vinyl flooring offer durable, affordable and easy-to-maintain surfaces that will hold up through years of wear. Flooring should blend in with the style of your home whether it's Victorian, country, traditional, contemporary, or eclectic. Take into account the size of the room. For instance, tiny tiles will be too busy in a large room, while a large-scale design will overwhelm a smaller space. The latest advances in resilient and laminate flooring offer fashionable colors and textures combined with durability, comfort, function, easy maintenance and affordability.

?? When choosing flooring, determine how it will stand up to factors like direct sunlight, water spills, furniture scrapes, tracked-in dirt, cleaning detergents, and foot traffic. Bear in mind that natural materials such as hardwood or ceramic tiles are more fragile than many other options. For instance, it makes sense to install laminate flooring in high-traffic areas even though you love hardwood.

? Keep in mind the work involved when installing different types of flooring; tile floors and hardwood being the most difficult to install and probably requiring a professional installer.

? Resilient laminate flooring can be easily installed. Because of its layered construction, these types of flooring will not expand or contract, but lie flat and stay flat by floating in place, eliminating the need for glue or nails - unlike traditional flooring. Flooring systems that don't require glue also help the environment.

As others skimp, rich splurge on holiday gifts

Scrooge-like spending patterns for the holidays appear to be a thing of the past for wealthy Americans, who are preparing to open their wallets this year after sitting on piles of cash.

The richest Americans, those in the top 10 percent, or with more than $100,000 in discretionary income, are predicted to spend more this holiday season than the remaining 90 percent of the country's population, according to a quarterly survey by American Express released on Thursday.

While most Americans will spend less on gifts this year, the top 10 percent raise their gift spending by 21.9 percent, to $19.2 billion, up from $15.7 billion in 2011. That compares with a projected drop in overall gift spending of 3.4 percent, to $66.3 billion, from $66.6 billion last year, according to the American Express 2012 Survey of Affluence and Wealth in America.

The spending by the wealthiest 10 percent will account for 29 percent of total spending on gifts.

The rise is explained by the fact that wealthy Americans are sitting on huge piles of savings, said Jim Taylor, vice chairman of the Harrison Group, which conducted the study. Top earners are saving at a high rate - 61 percent of those in the top 1 percent are saving at least 25 percent of their income yearly. But for Americans outside the top 10 percent, only 14 percent are able to save at such an aggressive rate.

"If the floodgates open, it will lead to a capital boom," Taylor said.

The moneyed will also spend differently - shelling out for high-end luxury items, shunning gift cards and spending quite a bit on themselves, American Express said.

The study, conducted in September, surveyed 832 people with household incomes of more than $138,000 and discretionary income over $100,000.

There are other signs, however, that Americans overall are starting to spend more. While the American Express study only surveyed gift spending, an annual forecast by the National Retail Federation's forecast that looked more broadly at holiday spending - including decorations, greeting cards, holiday foods, flowers and other items, as well as gifts - saw a rise of 1.2 percent, to $749.51 per consumer, up from $740.57 last year.

The richest 10 percent may have more money, but in at least one way they are just like other Americans: they want gift cards. Some 60 percent of Americans desire gift cards, according to the NRF. However, the spouses or partners of the wealthy are not planning on getting them what they want, according to American Express.

Of the 34 percent of women who want a gift card to a specific retailer, only 11 percent of their spouses or partners plan on giving that as a gift. For the 18 percent of men who want a gift certificate to a restaurant, only 5 percent of their partners are likely to be wrapping that up.

"Nobody is going to give somebody a gift card for $5,000 rather than getting them that new bracelet. It's not quite the same emotional impact," said Craig Johnson, president of Customer Growth Partners, a New Canaan, Connecticut-based company that analyzes retail trends.

Because of the disparity between what respondents want and what they're likely to get, the richest Americans plan to do a lot of shopping for themselves for the holidays - 46 percent of women in the wealthiest 10 percent say they will buy for themselves, and 27 percent of men, said the Harrison Group's Taylor.

Clothing, accessories and jewelry are among the top items women will be buying for themselves. Men will snap up clothing, fine liquor and gourmet foods.
